We called those crinolines - very poofy and scratchy. But so fancy for a little girl to get to wear, with her ruffly skirt of "lawn" ("laun"?) and those black patent leather shoes! I danced around the house (have a movie of this) in my undershirt and crinoline, preparing for my planned career of ballerina! (I think I mostly wanted to be one for the cool clothes).
I wore can-cans. They were so itchy! They were slips that were net, with ruffles sewn on them in tiers so that your skirt belled way out.

With most of Canada's population along its southern border, there aren't many unshared cultural phenomena; but I thought hoop skirts were a 19th century fashion--maybe hoop slips are a different story. Some girls wore multiple slips to poof out their skirts--I've heard women reminisce about that. A woman's recollection would be more reliable about those slips you mention too.
I vaguely remember poodle skirts, but when I was a teen in the fifties, huge, huge gathered cotton skirts were really popular. And then we had actual half slips with big circular hoops built into them to hold the skirts way out. Anyone remember them, or was it just a Canadian thing? :-)
